The whiplash underscores the challenge before lawmakers and Gov. Gavin Newsom this spring as they attempt to develop a state budget plan for the year ahead that funds schools, healthcare, roadways and other essential services.

After about eight minutes, the protesters left the roadway, convening in front of the 17-story tower, where the oratory continued.

“We’ve created islands of habitat fragmentation with our roadways and housing encroaching deeper and deeper into the wild urban interface, and now we’re fixing this problem by using human ingenuity for good purposes.”

Rain will first hit San Diego County on Monday night, potentially causing roadway ponding and leading to hazardous driving conditions and minor flooding in urban areas.
