The witness making the statement is a “declarant.”

The declarant must file a separate document attesting to the veracity of the sworn statement.

He said it would make sense for lawyers from the Office of the Principal Legal Advisor to weigh in with thoughts about what they expect a declarant to say.

For example, there's an exception to the hearsay rule for “a statement describing or explaining an event or condition, made while or immediately after the declarant perceived it.”

Such a “statement against interest” would have to be “supported by corroborating circumstances that clearly indicate its trustworthiness, if it is offered in a criminal case as one that tends to expose the declarant to criminal liability,” according to another exception in the rules.
